SINGAPORE: A man was sentenced on Wednesday to one week's jail and fined S$1,000 for failing to keep a proper lookout while driving, resulting in the death of a five-year-old girl in 2009.

Zhao Linqian was on her way to Punggol Plaza on 1 December 2009 for her evening piano lesson when a speeding car driven by Tijan Syafiq bin Selamat fatally knocked her down.

The accident threw the girl more than 40 metres away, along Punggol Field Road.

On that day, the girl and her grandfather were standing at the road kerb waiting to cross the road.

The court heard Tijan Syafiq's illegally-modified car was approaching at more than 70 kilometres per hour, above the speed limit of 50km/hr.

The girl then suddenly let go of her grandfather's hand and started crossing the two-lane road.

Her grandfather was unable to stop her in time.

Tijan Syafiq's car knocked into her the moment she stepped onto the right lane.

Investigation revealed the 29-year-old driver had not only failed to keep a proper lookout while driving, but had also suddenly accelerated prior to the accident.

Deputy Public Prosecutor Toh Puay San noted that the girl, with her light-coloured clothing, would have been visible even at her height of 1.02 metres, if Tijan Syafiq had kept a proper lookout.

Tijan Syafiq, who has a two-year-old son and whose wife is pregnant, will also have his licence revoked for five years.

He is also said to be suffering from "recurrent nightmares" of the incident, according to a psychiatric report.

A CAR salesman's negligence caused the death of five-year-old Zhao Linqian in a traffic accident last year, said the State Coroner. Announcing his findings on Tuesday, Coroner Kessler Soh said Tijan Syafiq Selamat, 27, had not exercised a proper lookout the night of Dec 1. 'In my opinion, it was negligent to travel at such a high speed along a road near a bus stop serving a densely populated estate,' noted Coroner Soh.

The coroner noted that the speed limit there was 50kmh but accident reconstruction experts determined that Mr Tijan's Subaru Impreza was travelling between 71kmh and 85kmh at that time. The impact flung the young girl about 44m from point of impact. Mr Tijan, who declined to testify at the inquiry last month, had told police he only realised his car had hit something when he heard a loud bang.

There was also no brake marks on the road to indicate that the car had tried to stop prior to the collision. Instead, the souped-up car came to a halt some 15 to 20m away. It is now up to the Attorney-General's Chambers to decide if Mr Tijan is to be prosecuted.

Lawyers said that if there is a prosecution and conviction for causing the girl's death through a negligent act, then the father has good grounds to take out a civil suit against the driver, Mr Tijan appeared extremely worried after the hearing and declined to speak to reporters. The court was told that traffic police would be liaising with the Land Transport Authority on prosecuting the car salesman on the illegal modifications done on his Impreza.

A CAR salesman who was found to be negligent at an inquest into the death of a five-year-old girl in a road traffic accident was charged on Wednesday with causing her death by dangerous driving.

Tijan Syafiq Selamat, 28, is said to have driven at an excessive speed of 71 to 85kmh in a 50kmh zone and failed to keep a proper lookout ahead, hitting ZhaoLinqian who was crossing Punggol Field Road, on Dec 1, 2009.

His lawyer, Mr Manoj Nandwani, told the court that he would be making representations.

A pre-trial conference has been set for June 13.

If convicted of the offence under the Road Traffic Act, Tijan can be jailed for up to five years.

Five-year-old Zhao Linqian was eager to attend her piano class and went ahead of her grandfather while crossing Punggol Field Road two years ago.

She was hit by a speeding Subaru Impreza WRX, and the impact threw her 43m. The girl, who was wearing a pink dress and white leotard, died on the spot.

Yesterday, Tijan Syafiq Selamat, 29, was jailed for a week for negligent driving that caused her death. He was also disqualified from driving all types of vehicles for five years.

In addition, he was handed the maximum fine of $1,000 for adding illegal modifications to his car.

A car salesman, who was jailed for a week for knocking down and killing a five-year-old girl in 2009, had helped to stage another accident a year earlier. Tijan Syafiq Selamat had loaned his car for the fake mishap among three vehicles so as to file false insurance claims.

Earlier this month, he pleaded guilty to conspiring to cheat NTUC Income Insurance by instructing lawyers to submit the false claims. He is currently serving the sentence of 14 months in jail but is appealing for it to be reduced.

In the judgement released on Monday, District Judge Chay Yuen Fatt noted that such offences are difficult to detect. He said Tijan Syafiq and his accomplices would have got away if not for their greed to submit too many claims over the same collision.

Investigations revealed that in early August 2008, Muhammed Akmal Ahmad, 22, proposed the scheme to Tijan Syafiq. At 10pm on Aug 15, 2008, the car salesman met up with two other unknown men at Tampines Industrial Avenue 2. There, the duo used their cars to stage a chain collision.
